Deprecation of max_stored_resolution field

The max_stored_resolution field on Assets has been deprecated, and replaced with the more accurate resolution_tier field. The Mux Dashboard has also been updated to display this field. All previously ingested Assets have been backfilled with the new resolution_tier field.
